At present, there is still no official clear definition for the new power system, but the consensus among all parties is mainly focused on "new energy as the mainstay", which means that the proportion of new energy in China's power system will reach more than 50% in the future.

From the perspective of development stages, "with new energy as the mainstay" will be divided into two main stages: new energy installation accounts for more than 50%· New energy generation accounts for over 50%.

However, at present, in terms of installed capacity, the total installed capacity of power sources in China was 2.2 billion kilowatts in 2020, of which wind, solar, and biomass accounted for 26%; However, in terms of power generation, the proportion of wind, solar, and biomass has rapidly dropped to 11%, which is far from the target. It can be seen that for a long time in the future, vigorously developing new energy such as wind and solar will become the top priority for building a new type of power system.

Compared to installed capacity, achieving over 50% of new energy generation is a more long-term and challenging task, as new energy sources such as wind and solar have inherent uncertainties and their utilization hours are much lower than those of thermal power. Statistics show that the annual utilization hours of wind power generation are about half of those of thermal power, while photovoltaics are even lower. Therefore, in order to generate the same amount of electricity, the required installed capacity of new energy may be two to three times that of thermal power.
